さて、3月3日付けのYahoo!ニュースにて、イギリス国内で衛生面の調査を開始した旨の報道があり、また合せてアメリカ国内においてすでに禁止されているという内容のニュースが掲載された件について、関係各位より多数のお問い合わせをいただきました。
まずはご心配をお掛けしたことに付きまして心よりお詫びすると共に弊社の見解をお知らせいたします。
掲載された記事は下記の通りです。
［ロンドン ２８日 ロイター］ ドクターフィッシュと呼ばれる魚に古くなった足の角質を食べてもらう「フィッシュ・スパ」が世界各地で人気となっているが、英健康保護庁（ＨＰＡ）は、感染症拡大の懸念から衛生面の調査を進めている。
ＨＰＡは、現地の環境衛生当局からフィッシュ・スパについて問い合わせを受け、角質除去による潜在的な感染リスクに関する調査を開始したと発表。フィッシュ・スパに関するガイドラインを発表する前に、あらゆる最新の証拠を精査するとしている。
記事の内容を改めて確認しますと「HPA（日本の保健所の様な機関）がフィッシュ・スパが感染症を広げるかどうか調査を始めた」という報道です。まずここでご理解を頂きたい事は、問題が有るから（感染症が広がるから）調べるという事ではなく、問題が有るかどうか（感染症が広がるか否か）を調べるという事です。弊社といたしまして問題は無いと考えております。その根拠は後述させて頂きます。では、なぜ今になってその様な調査が行われる事になったかと申しますと、イギリスでは日本の様に多くの人が同じ湯船につかるという文化が無く、銭湯のような施設も有りません。今まで無かったフィッシュ・スパという業態に対し、安全かどうか調査が行われる事は当然の事だと思います。もし仮に、銭湯という業態をイギリスに持ち込んだとしたら同じように調査が行われる事が予想されるでしょう。

日本やタイ、マレーシアのほか、レバノンにも登場したフィッシュ・スパだが、米国では一部の州で安全衛生の観点から禁止されている。
まず、“アメリカでは禁止されている”とされた件ですが、このことはすでに弊社でも承知しており、アメリカ国のFish&Waild Lifeという監督省庁に確認をとったところアメリカ国の法律で禁止するものでは無く、各州に設立されたエステサロン等の組合単位で決定された条例ということでした。つまり、法律・条例として禁止しているという事ではなく、エステ組合内で独自に禁止したという事です。また、禁止にいたる理由として3点の説明をうけました。
1、使用している魚を確認したところ“歯”があり人体を傷つける恐れがあること。
2、魚が泳ぐ水には“塩素（消毒剤）”が入っておらず不特定多数の人が体験した場合病気が感染する恐れを否定できない。
3、フィッシュテラピーとして施術した場合、不特定多数の方に対し同一の効果が表れるか疑問がのこる。というものでした。また、エステサロンでの“フィッシュテラピー”という名称を使用した施術以外での体験型のアトラクションとしての体験行為は禁止の対象外であるということも説明がありました。
上記について弊社の見解は以下の通りです。、
1弊社の“ドクターフィッシュ”はコイ科に属するガラ属の一種Garra rufaですが、アメリカ国に“ドクターフィッシュ”として持ち込まれた魚はカワスズメ科（Cichlidae）の一種です。ガラ属の特徴として、歯は退化し口が吸盤の様になって吸いつくようにしてエサを食べる習性が有るので、人体を傷付けるような歯は持っておりません。それに対し、アメリカ国に持ち込まれた“ドクターフィッシュ” は弊社で確認した結果、カワスズメ科の一種でティラピアに近い種という事が分かりました。この魚は中国で親親魚（チンチン魚）と呼ばれ、中国海南島でフィッシュセラピーとして利用されているのもこの魚です。この魚には歯が有り、口を押しつけるようにしてエサを食べます。つまり、弊社の“ドクターフィッシュ”とアメリカ国のエステで問題となった魚は全くの別物であり、弊社の“ドクターフィッシュ”は問題とならないと言えます。
2、まず弊社の設備には殺菌設備が装備されており、飼育水の殺菌を常時行っております。これは魚の病気を防ぐ目的と、飼育水に入った雑菌の殺菌を目的とした設備です。また、病気の感染について専門家に確認をしたところ、魚から人、人から魚にうつる病気は殆ど無いとの事でした。「魚から人に感染した例は数例知られているが、それは魚のトゲが刺さったか、病気の魚を食べて感染したのだが、いずれも年配の方で風邪をひいたりして抵抗力が弱った方」との事でした。また、「感染という事であれば、足拭き等で水虫がうつる確率の方が比べ物にならない位高い。」とも教えて頂きました。
3、弊社の行っているのは施術ではない為、一定の効果が有るか否かは問題とならないと考えます。
また、“アメリカでは禁止されている”といった報道の発端は2009年3月23日付の米ウォールストリートジャーナル紙の記事ですが、この記事には“美容技術組合が禁止した”“バージニア州では問題視していない”“オハイオ州では許可した”“他の州では関心を持っていない””といった事も書かれていますが引用の際に”禁止した”事のみが引用され、今回の様な誤解を招くような事態を引き起こしました。
上記のような理由から、一部断片的な情報のみが日本国内で報道されたため関係各位にはご心配とご迷惑をお掛けすることとなり非常に心苦しいところであります。
今後、イギリス国内でも調査が進むようですが、ほぼアメリカ国内と同様の結果となることが予想されますが、弊社といたしましては今後も安全に皆様にドクターフィッシュを楽しんでいただけるよう、最善の設備・魚・人材を用い営業する所存です。今後とも何卒変わらぬお引き立てを賜りますようよろしくお願い申し上げます。 |
First of all, about it was
prohibit in the United State of America,
we had already realized this, some of the
states have started since June 2008.
Now it was prohibit in the 17
states.
At the beginning 2009, we confirmed to the
supervisor ministry"Fish&Waild Life" in the United State of America. Then
they said that it's not prohibit by the law of the United State of America, this
is a ordinance that it was decided by association unit of the aesthe salon set
up in each states.
As a reason going to prohibit, there are 3
things.
And I recieved the following
explanations.
1, We pick up the using fish and
confirm,
they have teeth, there are terror of
hurting the human body.
2, The water that the fish swim doesn't
have chlorine(antiseptic), in case of experiencing by the general public person, it cannot
deny terror of sick infection.
3,In case of operating as fish therapy, there are some questions to appear
same result to the general public person.
But, we had recieved the
explanation that the experience act as a attraction except for operation called
"fish therapy" in the aethe salon is inapplicable of prohibit.
The following is our opinion against to
the above.
1, As a result of having used ”Chin Chin Fish” from Chinese Hainan Island,
not original Doctor Fish(Garra Ruffa Obtuse）. Now the original Doctor
Fish exists in only our company, Turkey and a part of medical institution
in Germany. We are sure that the fish buying in the United State of America
and used by aethe salon is Chin Chin Fish. Essentially the Doctor Fish
is carp family and it's too difficult to export and import, we could export
and import in 2010. So now almost of the Doctor fish appeared all over
the world are similar or another fish, we realized that they have terror
of hurting the human body. The Doctor Fish(Garra Ruffa Obtuse）managed by
our company don't have teeth, and only pick like soaking up. They cannot
hurt the human body.
2, This is a problem of equipment. Of
course we must not put chlorine in the water when we breed the fish. It's not
impossible to infect the sick without chlorine. Then, our company have making
the management of water since our business was started. As the specific measure,
there are physical percolation using sterilization and the system of
organization percolation using special germ(of course harmless for the human
body). We set in these system and execute safety measure.
3, Relate to this, it does't have demonstration test in the United State
of America, so as a leading reason, we cannot do anything. If it's
essentially, the well-imformed person or the literate make the demonstration
test of the American, and it should have introduced in the aesthe salon
etc...I think that the it's too fast to speed of business .
According to above reason, it's
fact to prohibit in the United States of America now, we are very sorry that we
trouble and worry to the person concerd member to be report only a part of
fragmentary imformation in Japan.
From now on, it will proceed examination
in the United Kingdom. It's expected a result of same as the United State of
America, but our company will use the best equipment, fish and talent and do
business in the future to enjoy Doctor Fish safety for everyone.
